Almost every Singapore pawrent has lived some version of this. The problem is that "pet-friendly" can mean three completely different things at Singapore malls, and most online lists do not bother to spell out which is which. So this guide does. We have verified the current 2026 policies for every dog friendly shopping mall in Singapore worth visiting, sorted them by what your dog can actually do there, and listed the specific shops and cafes inside each one that genuinely welcome pets.

How to Read This Guide
Singapore mall pet policies fall into three tiers. Read this once and the rest of the article makes sense at a glance.
π Off-Leash Pet Park. A dedicated, enclosed space where your dog can run free, sniff other dogs, and burn off energy. Currently the rarest tier, but a few malls have one.
π Leash-OK in Common Areas. You can walk your dog on a leash through outdoor zones (and sometimes indoor zones too). This is the "true" dog-friendly tier and the one most pawrents are searching for.
π Carrier or Stroller Only. Your dog must be fully enclosed in a carrier, sling, or pet stroller while inside. Practical for chihuahuas and pomeranians. Not practical for any dog over about 10kg. This is what most malls actually mean when they say "pet-friendly".
One important update for 2026: from January 2025, F&B outlets at Outdoor Refreshment Areas (ORAs) no longer need extra Singapore Food Agency approval to allow pets at outdoor seating, as long as they do not serve pet food. According to the Singapore Food Agency, this has unlocked more pet-friendly alfresco dining at malls than ever before. Many of the cafes mentioned below are direct beneficiaries.
A quick note on policy changes: mall pet rules can shift quietly. We verify and update this guide regularly, but if a mall's stance is critical to your day, a one-minute call to concierge before you set off saves a wasted journey.
Best Dog-Friendly Shopping Malls for Leashed Dogs
These are the malls where your dog can walk in beside you on a leash and stay there. If you have a medium or large dog, start here.
One Holland Village

If Singapore had a flagship dog-friendly mall, this would be it. Opened in December 2023, One Holland Village was designed from day one with pawrents in mind. There are pet-exclusive lifts so your furry companion does not have to share an elevator with strangers, water spout systems at multiple points, pet hooks outside non-pet-friendly shops, and a dedicated pet play area on Level 2 where dogs can socialise off-leash.
The mall is open-air and naturally ventilated, which makes the tropical heat much more bearable than a fully enclosed shopping centre. Most outdoor cafes welcome leashed dogs at their alfresco tables. Indoor air-conditioned restaurants generally do not allow pets, with two notable exceptions: Surrey Hill Grocer and Plain Meredith both let leashed, well-behaved dogs sit with their owners inside.

Tanglin Mall

Tanglin Mall has been a quiet favourite among Singapore pawrents for years. Its standout feature is the Designated Pet Garden, a secure, enclosed outdoor space where dogs can run off-leash, play, and meet other dogs without you needing to drive out to a dedicated dog run.
The mall also hosts the annual Dog Fiesta Carnival, a full weekend event with games, vendors, and pet-friendly stalls that draws hundreds of dogs. If you have not been, it is worth marking your calendar when next year's edition drops.
For dining, Tanglin Cookhouse has spacious outdoor seating that comfortably accommodates dogs at your feet. PS.Cafe's patio is reliably dog-friendly, with water bowls usually available on request.

The Star Vista

The Star Vista was Singapore's first naturally cooled open-air mall when it opened in 2012, and that design choice has aged into a real asset for pawrents. Wide walkways, shaded corridors, and constant cross-breeze make it one of the most comfortable malls to visit with a dog in our climate.
Pets are welcome on a leash in all common areas as long as they are well-behaved and supervised. Many F&B outlets have outdoor terrace seating where dogs can settle next to you. The mall is directly connected to Buona Vista MRT via covered walkway, which means even if it rains, your dog stays dry on the way in.
The vibe is calmer than Orchard or VivoCity, which makes The Star Vista a smart pick for nervous or reactive dogs who do crowds badly.

Paya Lebar Quarter

PLQ has quietly become one of the East's go-to dog-friendly spots. The catch is that the indoor air-conditioned mall is guide-dog only, pet dogs are not welcome inside the shopping levels themselves. But the outdoor PLQ Plaza and PLQ Parkside zones more than make up for it.
PLQ Parkside is a green promenade lined with restaurants and cafes with open-air seating. A Beautiful Day Cafe is reliably welcoming, and so is The Tipsy Bird Gastrobar for evening visits. Both keep water bowls on hand. The wide paved paths make it easy for two pawrents to walk side by side with dogs.
If you live in the East and want a relaxed dinner outdoors with your dog after work, PLQ is hard to beat for accessibility, it sits right on top of Paya Lebar interchange.

VivoCity has Singapore's best mall-attached outdoor dog space, full stop. The Level 3 Sky Park has a dedicated, enclosed off-leash dog park with lush green lawns and panoramic views over Sentosa and the harbour. On a breezy evening, it is hard to beat.
The Waterfront Promenade and Sentosa-facing boardwalk are both leash-friendly, and many of the alfresco restaurants up there welcome dogs. Indoors is where the rules tighten, your dog must be fully in a carrier or stroller in any air-conditioned mall area.
The trick to a great VivoCity visit: enter via the outdoor levels, head straight to Sky Park or the Waterfront, and only go indoors if you genuinely need to. A folding pet stroller is a worthwhile investment if VivoCity is your regular spot.

Great World

Great World is one of the most popular pet-friendly indoor malls in central Singapore, but the carrier rule is strict, pets walking on a leash inside the mall are not allowed. You will need a sling, carrier, or pet stroller to bring your dog through the doors.
Where Great World shines is its outdoor alfresco scene. Several restaurants along the outdoor patios welcome leashed dogs and keep water bowls ready. The Great World MRT station opened in late 2022 and connects directly into the basement, which makes it one of the most accessible central malls if you are travelling with a small dog in a carrier.

Waterway Point

Waterway Point is Punggol's anchor mall and one of the more thoughtfully designed for pet visits in the North-East. The indoor common areas require a carrier or enclosed stroller, but the mall has a designated Pet Path that lets leashed dogs walk through to The Pet Safari at Basement 2, useful for a grooming drop-off or a food pickup.
The real win is the outdoor waterfront promenade running alongside the mall. It is fully leash-friendly, lined with shaded benches, and connects to the Punggol park connector network for a longer walk afterwards. The Pet Safari grooming salon downstairs means you can drop your dog for a wash, browse the mall, and pick them up clean, without needing two car trips.

Pet Destinations Inside Malls
These are not generally pet-friendly malls, but they have a specific pet zone worth visiting in its own right.
NEX, Rooftop K9 Park & The Pet Safari

NEX is the biggest mall in the North-East, and while you cannot walk your dog around the mall itself, the Rooftop K9 Park is one of the better off-leash dog runs in central Singapore. There is agility equipment, separate enclosures for large and small dogs, and proper fencing.
The catch: pets are only allowed through Lifts 1 and 2, and only to access The Pet Safari pet store on Level 4 or the K9 Park on the rooftop. Do not try to wander into other shops with your dog, you will be asked to leave. Treat NEX as a pet outing destination (drive in, lift up, play, lift down, drive out), not a general shopping trip you happen to bring your dog to.
π Best for: Off-leash play in the North-East, agility-loving dogs, post-work dog runs near Serangoon interchange.
Honourable Mentions & Malls With Unclear Policies
Worth knowing about, but with caveats.
[Funan](https://www.capitaland.com/sg/malls/funan/en.html). Some pet-friendly tenants exist, but we could not verify a clear mall-wide pet policy for 2026. Best to ring concierge before making the trip if your visit depends on it.
[i12 Katong](https://i12katong.com.sg/). No mall-wide pet policy that we could verify. PS.Cafe Katong has a confirmed pet-friendly outdoor terrace, so if dining there is the goal, you are fine. Treat the mall itself as "pet-friendly tenants, not pet-friendly mall".
[Jewel Changi Airport](https://www.jewelchangiairport.com/). Often assumed to be dog-friendly because it looks like a garden. In practice, Jewel follows Changi Airport rules: pets must be in carriers or strollers in common areas. Not a true dog-walking destination.
Holland Village Shopping Mall (the older one on Holland Avenue). Not to be confused with One Holland Village down the road. The neighbourhood itself is dog-friendly, but the older mall has no formal published pet policy. Stick to outdoor neighbourhood cafes nearby instead.
What to Bring When You Visit a Mall With Your Dog
Pack light, but pack smart. The basics:
- Pee pads + poop bags: Non-negotiable. Even toilet-trained dogs may have an accident in a new environment.
- Collapsible water bowl: Singapore is hot. Most cafes will fill it for you on request.
- Compact carrier or sling: Even if you are visiting a leash-OK mall, you may want to pop into a carrier-only shop on the way.
- Small towel: For wet paws on rainy days, or post-Sky Park rolling.
- Treats: Useful for distraction past food courts and Sentosa-bound crowds.
- Vaccination card or photo of it: Required entry for some mall events and dog parks.
Pro tip for pawrents: A folding pet stroller (around SGD 80β150 from Pet Lovers Centre or Lazada) opens up almost every mall in Singapore even for medium dogs. It pays for itself by the third visit.
Mall Etiquette for Singapore Pawrents
A short list, because the more pawrents who get this right, the more pet-friendly malls Singapore will get.
- Always pick up immediately, even a single missed accident gives the whole community a bad reputation.
- Carry, do not drag, on escalators, paws and escalator gaps do not mix. Use lifts where possible (most pet-friendly malls have designated ones).
- Step aside if a child or anxious shopper approaches, not everyone loves dogs, and that is fine.
- Do not bring dogs into supermarkets, hawker centres, or non-ORA F&B, this is a Singapore Food Agency rule, not a mall rule, and it is non-negotiable.
- Best times for anxious dogs: weekday mornings (10amβnoon) and Sunday late afternoons (4β6pm) tend to be calmest. Saturday lunchtime is the worst.
