TL;DR: Quarantine-free pet travel from Singapore is possible on eligible routes to France, Germany, Switzerland, Japan, Hong Kong, Great Britain or the mainland USA. But you need a workable plan for both entry and the return to Singapore. Japan needs long preparation; Hong Kong requires cargo transport, and its arrival dog vaccination needs checking against Singapore's return-serology rules. Nearby destinations can mean quarantine when you come home. Australia and New Zealand are not ordinary quarantine-free options from Singapore.

The most useful question is not simply, "Does this country allow pets?" It is, "Can my pet enter, enjoy the stay and come home on our dates?"
This comparison covers ordinary, personally owned dogs and cats travelling without sale or transfer. Restricted breeds, hybrids, newly acquired animals and assistance-animal arrangements need separate assessment. Official sources were checked on 16 and 17 September 2026; rules and individual eligibility should be reconfirmed before booking.

Quarantine-free pet travel needs two separate checks
"Quarantine-free" means no routine quarantine stay for a fully compliant animal. It does not mean no inspection, no waiting at the airport or immunity from detention if documents fail.
Check both borders, then the transport connecting them:
- The destination: Will its authority admit this pet, with this history and paperwork?
- The transport: Will the operating airline accept the pet on every flight, in the required carrier and travel category?
- Singapore: What must be completed before the pet can return?
A Singapore departure does not prove that an animal has lived here long enough for an origin-based exemption. A pet-friendly hotel does not prove border eligibility. And a blood-test result is useful only if the right authority accepts the laboratory, timing and supporting records.
Start with the return date. That is often the date that determines whether your holiday is possible.
Compare entry and return before choosing a destination
The entry column assumes an eligible pet, complete documentation and satisfactory inspection. Singapore schedules come from the current AVS country list; the residence and owner conditions below still apply.
These are candidates for further planning, not seven interchangeable holiday recommendations.
What each destination asks of you
France and Germany: separate EU entry from Singapore return
For eligible direct travel from Singapore, the EU's listed-origin exemption removes the routine rabies antibody test for entry. French Customs explicitly lists Singapore. Identification, valid rabies vaccination and certification still apply.
The European Commission's current rules require identification before vaccination, primary rabies vaccination at age 12 weeks or older, and at least 21 days after completion of the primary protocol. Ordinary first-time Singapore visitors need an official animal health certificate, valid for ten days to the EU entry checks, plus the relevant declaration.
Travel with your pet. If an authorised person accompanies it instead, the owner's journey must be within five days before or after the pet's journey, with the required written declaration. A sale, transfer or movement outside those conditions uses a different pathway.
Use the correct certificate version: the Commission accepts the older model only when issued before 1 October 2026. Check the chosen airport's process too; an EU-wide health framework does not make every airport's handling identical.
For destination selection, the important distinction is that France and Germany do not impose Japan's standard 180-day blood-sampling wait on this eligible route. Singapore's return clock still needs to be completed.

Switzerland: similar preparation, separate border arrangements
Singapore is on the Swiss low-rabies-risk list. A qualifying ordinary route does not require the higher-risk pathway's routine titre test.
Swiss FSVO guidance requires the appropriate identification, vaccination and documents, with presentation at the red customs exit. First-time arrivals from Singapore need the official veterinary certificate.
Accompanied pets may enter by air through Basel, Geneva or Zurich; unaccompanied animals travelling under an air waybill use Geneva or Zurich. Check special restrictions, including those affecting cropped or docked dogs, against your animal's circumstances.
Switzerland can make sense when your actual accommodation and ground transport work for the pet. Its low-risk classification alone does not settle those arrangements.
Japan: a destination to plan months ahead
Singapore is not a designated region under Japan's system. The MAFF/AQS non-designated pathway requires microchipping, two qualifying rabies vaccinations, approved antibody testing and 180 days from the blood-sampling date before arrival. Sampling day is day zero, not the day the result arrives.
The first rabies vaccination must be at age 91 days or older. The second must follow at least 30 days later while the first remains valid; qualifying sampling can follow the second vaccination. Notify the arrival AQS office at least 40 days ahead and complete its certification process.
Correct preparation can allow release after inspection within the published 12-hour framework. Arriving early does not erase the remaining waiting period.
For a holiday a few weeks away, Japan is usually a planning question for another date unless your pet already has qualifying records. Check Singapore's return-test validity separately.

Hong Kong: a short flight with cargo logistics
Singapore falls in AFCD Group II, not Group I. The eligible pathway includes a special permit, identification, residence evidence, vaccinations and health certification.
The Group II permit terms require continuous residence in the exporting country for 180 days or since birth. Rabies vaccination is normally 30 days to one year before export, alongside core-vaccine requirements.
Plan on a minimum age of five months under those terms. Core vaccines must be given 14 days to one year before export, and the government-certified health certificate must be dated within 14 days before export. Notify AFCD during office hours at least 24 hours before arrival and carry the required airline certificate.
Dogs must obtain a Hong Kong licence and receive rabies vaccination on arrival. Before planning a short dog holiday, obtain AVS confirmation that the pre-trip serology remains acceptable after that vaccination. The interaction with Singapore's last-booster sampling rule is unresolved here: do not assume either an automatic waiver or an automatic restart of preparation.
Ordinary dogs and cats must arrive as manifested cargo, not cabin pets or excess baggage. A small carrier does not create an exception. Build airport collection and onward transport into the plan before deciding that Hong Kong is the simpler choice.
Great Britain: watch the route and dog treatment
England, Scotland and Wales use the Great Britain pathway; Northern Ireland has separate entry arrangements.
For eligible Singapore-origin travel, check the GB document requirements, microchip and rabies preparation. Dogs also need correctly recorded tapeworm treatment 24-120 hours before entry. Cats do not inherit that dog-specific requirement.
Ordinary first-time Singapore arrivals need a government-endorsed GB pet health certificate and must enter within ten days of issue.
On ordinary scheduled flights, pets normally enter as cargo using an approved carrier and route. Private-charter and recognised assistance-dog exceptions have their own conditions.
The potentially simpler Schedule I return is attractive, but only when your pet's residence and travel history qualify. Do not assume a last flight from London converts a multi-country holiday into a Schedule I return.
Mainland USA: dogs and cats have different requirements
For dogs with only rabies-free or low-risk country history over the preceding six months, CDC requires healthy appearance, age of at least six months, a readable microchip and the CDC Dog Import Form receipt. Recent travel elsewhere can change that pathway.
Singapore also has a less obvious dog requirement. The USDA disease-status dataset lists it as not free of screwworm. APHIS requires government certification of an examination within five days before shipment and the specified screwworm-free or treated outcome.
Domestic cats do not use the CDC dog form; APHIS has no animal-health import requirements for ordinary pet cats. Health checks, other agency requirements, state rules and airline policies still matter. For example, New York has international health-certificate and rabies requirements.
This is a mainland comparison. Hawaii and Guam need separate planning. Add the long flight and onward journey to your welfare assessment, not just the document checklist.
Plan quarantine-free pet travel around the Singapore return
Schedule I: history matters as much as the last airport
Australia, New Zealand, the Republic of Ireland and the UK are Schedule I. Compliant imports need neither routine rabies serology nor quarantine, but they still need the applicable documents and clearance.
The Schedule I certificate includes an origin option for continuous qualifying residence since direct import from Singapore. Its country-history allowance is Schedule I, not a general permission to tour Europe first.
For a London-and-Paris itinerary, have the whole route assessed before relying on a London departure.
Schedule II: a short holiday can qualify
France, Germany, Switzerland, Japan, Hong Kong and the USA are Schedule II.
The formal Schedule II conditions impose at least ten days' home quarantine for personal imports outside five days of the owner's movement, or for transfer of ownership, including rescues brought for rehoming and the specified category of pets bought or obtained overseas for Singapore import less than six months before export.
The AVS overview phrases this differently: less than five days and more than six months living continuously at the same address as the owner. Travel together where possible; ask AVS to resolve exact-five-day, recent-ownership or unusual household-history cases before booking.
Crucially, certificate Section II(b) includes continuous residence in the export country or Schedule I/II countries since direct import from Singapore. It does not require every Singapore holiday pet to spend six months in France. Keep evidence of the Singapore departure and subsequent route.
Put the blood-test clock on your calendar
For Schedule II, AVS specifies:
- Blood sampling at least 28 days after the primary rabies vaccination or last booster.
- Sampling at least 90 days and no more than 12 months before export back to Singapore.
- Testing at a WOAH rabies reference laboratory, or a laboratory approved by the competent authority in a Schedule I/II country, with valid vaccination records.
Under the formal Schedule II requirements, the result must be at least 0.5 IU/ml. Core vaccines must follow the manufacturer's recommendations and be given at least two weeks before export. The clinical examination and certificate fall within seven days before export; parasite treatments fall two to seven days before export. The certificate needs official government endorsement.
As a planning example, 28 days to sampling plus 90 days to return export is a minimum of 118 days from vaccination, before practical buffer. For a 14-day holiday, that means starting roughly 104 days before outward departure. This arithmetic assumes a qualifying result and sequence; your vet must check the actual records and dates.
Book an overseas vet and the required government endorsement around the return flight. A holiday vaccination booklet is not a substitute for that final certification.
Why nearby does not always mean easier
Malaysia, Thailand, South Korea, Taiwan and Indonesia are outside Singapore's Schedule I/II lists. A return under Schedule III requires at least 30 days at the Animal Quarantine Centre, even with compliant preparation.
That changes the decision for a weekend away. Successful outward entry does not remove the return stay, and a successful blood test does not turn Schedule III into Schedule II.
Australia and New Zealand: quarantine on arrival
Both are Schedule I for Singapore return, but ordinary eligible pets from Singapore face at least ten days of destination quarantine.
Australia's Group 2 dog and cat pathways retain mandatory quarantine. Singapore's rabies-free status is not an exemption.
New Zealand's quarantine requirements, last checked 16 September 2026, also require at least ten days for ordinary Singapore arrivals. These are relocation-level considerations, not a no-quarantine short-holiday shortlist.
Bali, Korea and Thailand: resolve outward eligibility first
Bali's ordinary-pet admissibility needs resolution against provincial rules as well as Indonesian national paperwork. We could not establish a current ordinary holiday-pet exception from the accessible official material checked on 16 September. Do not treat an airline booking or national permit as proof of permission to enter Bali.
Korea's current Singapore-origin classification was not fully verifiable from the APQA material checked on 16 September. Thailand's DLD requirements and official embassy guidance, checked the same day, differ on quarantine. Resolve the outward terms for the actual pet and port; neither uncertainty changes Singapore's Schedule III return requirement.
Can your pet enjoy the trip after landing?
Small dogs and cats: check the carrier and every connection
Measure the pet and the carrier, check their combined weight, and leave enough room for natural posture and movement. An airline's pet policy is only a starting point: get acceptance for the operating flights, aircraft and connections in both directions. Cabin, accompanied checked baggage and manifested cargo are different booking arrangements, not interchangeable labels.
Ground transport can then change the itinerary. JR Central permits qualifying small pets in a closed case within 120 cm combined dimensions and 10 kg including the animal. The charge is JPY 290 per case. A large dog does not qualify for that ordinary-pet route.
Hong Kong's MTR pet scheme covers contained cats and dogs on Light Rail during weekends and public holidays with a purchased pass. It is not permission to use the wider railway network.
Large dogs: test the journey beyond the airport
France and Switzerland offer specific rail options worth investigating. SNCF allows dogs on a lead and muzzled at the owner's feet; its applicable domestic daytime TGV INOUI/INTERCITES fare is EUR 10. Replacement coaches generally exclude ordinary pets.
SBB's dog day pass costs CHF 25 when the accompanying person has a valid ticket. Small dogs up to 30 cm at the withers can travel free in a suitable container.
These operator rules, checked 17 September 2026, are useful evidence of transport access, not proof that an entire country welcomes your dog everywhere.
Ask accommodation providers about size limits, extra charges and whether pets may be left alone. Map the airport transfer, daily outings and return-vet visit before paying for the stay.
Welfare can change the best destination
A carrier-sized cat and an outgoing small dog may fit the same transport limits but experience the trip very differently. Consider handling tolerance, unfamiliar rooms, escape risk and the amount of time spent confined.
Discuss fitness to travel with your vet, especially for an older pet or one with health or breathing concerns. IATA's cabin guidance supports early carrier familiarisation and advises against sedation or tranquillisation for cabin travel; any medication decision belongs with the vet and airline.
For a large dog, include loading, airport holding and road transfers in the time away from you. For a cat, check that the accommodation has secure windows and somewhere quiet to settle. Keep the nearest emergency vet's details alongside the return-certifying vet's details. A quieter holiday with fewer moves may be a better fit than an ambitious multi-city itinerary.
A booking workflow that protects the return journey
- Write down the whole itinerary. Include owner dates, pet dates, every country visited, all connections and the intended Singapore return. Keep residence, ownership and microchip records together.
- Ask your vet to review both directions. Identify which vaccinations, accepted tests and waiting periods are already satisfied. Do this before buying non-refundable flights.
- Confirm the outward permission and transport. Check permits, certificates, approved entry points and airline acceptance separately. Singapore also requires an AVS export licence for holidays.
- Arrange return certification abroad. Identify the treating vet and official endorsing authority. Check appointment availability, weekends and public holidays against your return date.
- Organise Singapore clearance. Obtain the AVS import licence and plan to book inspection at least five working days before arrival, as the formal Schedule II conditions specify. Since 1 April 2026, CAPQ requires an AVS-recognised pet agent for Changi import clearance, including passenger-accompanied pets. Clearance-only help is different from a full relocation package.
- Budget for disruption. Keep funds and accommodation flexibility for a delayed flight, repeated appointment or document correction. A missed deadline can affect more than one booking.
Confirm who handles each document
When comparing pet relocation agents in Singapore, ask exactly who handles permits, airport collection and overseas certification. The Singapore pet-import overview offers process background; use current AVS documents for the rules.
Ask who obtains the airline/captain declaration and who keeps the original certificate, vaccination records and laboratory report ready for inspection. Do not leave the handover of documents until everyone is already at the airport.
Check CAPQ operating arrangements before choosing the return flight. Out-of-hours arrival can mean holding until the next working day. Cabin pets also need a rigid crate for transfer to CAPQ.
Build the full return budget
For the same pet returning from a holiday, Singapore Customs allows an application for GST relief. Apply at least five working days before arrival with the supporting documents; relief is not automatic.
Compare itemised costs in their stated currencies: both flight directions, crates, vets, laboratory and courier, certificates, permits, agents, ground transport and accommodation pet fees. A cheap passenger fare says little about the pet's total journey.
Frequently asked questions
Does a successful rabies blood test guarantee no quarantine?
No. It is one requirement in some pathways, not a universal waiver. Residence, ownership, vaccination validity, deadlines, transport and documents still matter. Some destinations retain quarantine even for fully prepared pets.
Can my pet return after a short European holiday?
Potentially, yes. The Schedule II certificate has a direct-from-Singapore residence option, so a short trip does not automatically require a six-month stay abroad. Complete the return preparation before departure and have the actual history and dates checked.
Does an airport stopover count as visiting another country?
Not necessarily. Controlled transit and entering a country are different, but neither should be assumed harmless. Give AVS and the destination authority the connection details, including aircraft changes, handling and whether the pet leaves the airport. For the Singapore return under the Schedule II transport conditions, changing aircraft requires prior AVS permission.
Can a private flight bypass quarantine?
No. A charter can change carriage arrangements, but government entry, health and return conditions still apply. Confirm the permitted airport and clearance process as well as the aircraft. Changi procedures cannot simply be assumed to apply at another Singapore airport.

Choose the trip your pet can comfortably complete
Start with two possible destinations and one realistic return date. Eliminate routes that fail the return conditions or your pet's transport needs, then compare the remaining everyday experience.
A destination is a good choice only when you can explain how your pet gets there, where it stays, how it moves around and how it comes home. When that plan does not work, dog-friendly hotels in Singapore or trusted care at home are worthwhile alternatives, not a failed holiday.
