Taking Your Dog or Cat From Singapore to France: Flights, Paperwork and Coming Home

TL;DR: Taking your pet from Singapore to France can work for a holiday, but establish the Singapore return date before booking the outward flight.

• Qualifying Singapore-origin dogs and cats normally do not need a rabies titre test to enter France. Identification, valid rabies vaccination and official health documents are still required.
• Singapore's Schedule II return process does require a qualifying blood test. For a fresh vaccination and test, allow at least 28 days before sampling, then at least 90 days from sampling to export from France.
• A short holiday does not automatically require six months in France or quarantine on return. Eligibility depends on your pet's history, ownership, accompanying travel and full compliance.
• Confirm pet transport both ways, arrange the French return vet and government endorsement, and engage an AVS-recognised agent for Changi clearance.

Is Taking Your Pet From Singapore to France Right for Your Holiday?

Start with your pet rather than the destination. Ask your vet whether the journey is reasonable for their health and temperament, especially if they have breathing difficulties, an existing medical condition or marked distress in a carrier. Legal eligibility and suitability for a long flight are different questions.

Picture the days away, too. A dog who rests calmly between outings and a cat who needs a secure, predictable room may call for very different itineraries. Leave space for quiet days, toileting, familiar food and a veterinary appointment near the end. Changing accommodation every night makes those arrangements harder.

For ordinary EU non-commercial travel, the limit is normally five pets. If an authorised person accompanies the animal instead, the owner's journey must be within five days of the pet's movement and written authorisation is needed. These are European Commission entry conditions, not an airline baggage allowance.

Keeping your pet on your flight simplifies the evidence on both legs. Sending them separately, changing ownership or visiting additional countries needs a separate check before you rely on a straightforward holiday plan.

Taking Your Pet From Singapore to France: Work Back From Homecoming

France entry and Singapore re-entry are separate jobs. Completing one does not complete the other.

Count From Blood Collection, Not the Result

Under AVS's import requirements, allow at least 28 days after the primary rabies vaccination or last booster before blood sampling. The sample must be collected at least 90 days and no more than 12 months before export from France, with a result of at least 0.5 IU/ml. Use a laboratory acceptable under the AVS conditions, arranged through your vet.

For illustration, vaccination on day zero, sampling on day 28 and export from France on day 118 would meet those minimum intervals, assuming everything else qualifies. That is not a booking recommendation. Laboratory turnaround, an insufficient result or an appointment change can move the workable date.

For a two-week holiday, testing shortly before you leave Singapore will be too late. Organise the return bloodwork well before departure and carry the report. First ask your vet to assess any existing test and vaccination record; neither an unnecessary restart nor an assumption that an old report lasts indefinitely is helpful.

A Short Holiday Is Not a Six-Month Residence Requirement

The formal Schedule II certificate, Section II(b) includes residence since direct import from Singapore as an alternative history. An existing Singapore pet does not automatically have to remain in France for six months before coming home.

Keep the Singapore export documents and record every country visited. Those papers help the French certifying vet establish the history rather than reconstruct it from photographs and flight emails. France's Schedule II status does not cancel out a visit elsewhere.

Quarantine-free return is conditional. AVS's overview and formal conditions differ in how they describe owner history and the five-day travel boundary. Return on the same flight where possible; ask AVS to resolve split journeys, recent ownership changes or unusual histories before booking. A listed country alone does not guarantee exemption.

Reserve the Pet's Journey, Not Just Your Seat

An airline must accept your particular animal, carrier and flights. A small dog is not automatically a cabin passenger, and the airline selling your ticket may not operate every sector.

Choose the Right Transport Product

• Cabin: your pet stays in an accepted carrier in the passenger cabin, where the operating airline and itinerary permit it.
• Accompanied checked baggage: you travel on the flight while your pet travels under the airline's designated hold arrangements.
• Manifested cargo: a separately documented cargo movement, potentially involving a cargo agent and different handling arrangements.

Singapore Airlines carries ordinary cats and dogs as checked baggage, subject to breed and aircraft restrictions, rather than as ordinary cabin pets. Above 32 kg for pet and container combined, it directs owners to a cargo agent. It asks owners to make contact at least two weeks before departure.

Air France describes cabin, hold and cargo products; its published hold band is above 8 kg and up to 75 kg including the carrier. These are policy examples, not confirmation of space or cabin acceptance on your Singapore-Paris itinerary.

Get Both Directions Confirmed

Provide the breed, age, pet weight, carrier weight and external dimensions. Ask the operating airline to confirm:

1. The pet's acceptance on each flight, including the return.
2. The transport product, carrier requirements and any breed restrictions.
3. The document deadline, charges and check-in arrangements.
4. What happens if the aircraft or itinerary changes.

Keep the written confirmation with your booking. A direct itinerary can reduce handling and transit complexity, but does not remove paperwork. Singapore's return conditions require prior AVS permission if the pet changes aircraft, so resolve proposed connections before payment.

Prepare the France-Bound Paperwork

Check the Microchip and Rabies Sequence

French Customs requires identification before, or on the same date as, the rabies vaccination used for travel. Primary vaccination cannot be before 12 weeks of age and requires at least a 21-day wait. A booster given within the previous vaccination's validity normally avoids restarting that primary waiting period.

Singapore is listed as exempt from the rabies antibody test for this route. That exemption does not remove vaccination or certification. If you transit an unlisted country, check the applicable secure-transit conditions and declaration rather than assuming every connection preserves the exemption.

France also restricts certain dog categories. Resolve any question about breed or category before paying; general pet-entry eligibility does not override those restrictions.

Use the Correct 2026 EU Certificate

The new EU non-commercial framework applies from 22 April 2026. Ask your vet and AVS for the current certificate model under Regulation 2026/705, together with the applicable owner declarations.

The old-model transition covers certificates issued before 1 October 2026, with transitional acceptance through 31 March 2027. It does not extend the initial ten-day entry deadline. Certificates issued from 1 October should use the new model. Follow the current Commission guidance, not a blank form saved earlier in the year.

Keep three things separate: the certificate model, its issue-to-entry window, and its subsequent EU travel validity. After entry checks, onward validity can extend to six months or the rabies vaccination's expiry, whichever comes first. It is not permission to arrive six months after certification.

Arrange Singapore Endorsement and French Arrival Checks

Obtain the Singapore export licence as well. For a destination-supplied certificate template, AVS's export procedure provides manual endorsement with two working days' processing and no express service. The current procedure uses the Raffles Building at Singapore Botanic Gardens, not an assumed airport counter.

Work backwards from arrival in France to fit the veterinary appointment, endorsement and flight within the certificate window. Allow for public holidays and collection arrangements. Check the microchip number across the final documents before leaving the issuing office.

For ordinary personal entry, the French Agriculture Ministry's FAQ says there is no routine advance import permit or Customs appointment. You must still present your pet and original papers at an authorised travellers' entry point. At Paris CDG, complete the Customs declaration and document checks; airline acceptance is not border clearance.

Keep a travel folder containing the certificate, declarations, identification and vaccination records, Singapore export documents and airline confirmations. Retain the checked entry documents for onward travel and your French return appointment.

Make the Stay Manageable for Your Pet

Ask accommodation providers about your actual animal, size, number of pets and whether they may be left alone. Get the answer before making a non-refundable booking. A pet-friendly label does not settle room rules, cleaning charges, escape risks or lift access.

Pack familiar supplies that are permitted on your route, and identify a nearby veterinary practice. For a cat, think through secure windows and a controlled door-opening routine. For a dog, allow normal walks and rest between outings. Keep the final part of the trip near the professionals preparing the return papers.

Travelling by Train in France

For daytime domestic TGV INOUI and INTERCITES, SNCF Voyageurs lists a EUR 10 pet fare per journey. Small pets travel in a closed carrier no larger than 45 x 30 x 25 cm; dogs travelling outside a carrier must be leashed and muzzled throughout.

TER, OUIGO, night and international services have different arrangements. Check the actual service and any replacement bus: ordinary pets are not accepted on SNCF replacement coaches. An airline-approved carrier is not automatically the right size for the train.

Book the pet's train ticket alongside your own and allow time to get from the station to accommodation. A complicated transfer after a long flight may be less useful than an extra night in one place.

Book the French Return Vet and Government Endorsement Early

Singapore needs its own return certificate. Neither the document used to enter France nor a private vet's signature alone completes that process.

Establish Who Will Issue and Endorse the Papers

Before leaving Singapore, send a French export-certification practice the AVS template, microchip details, vaccination records, serology report, Singapore export history and proposed flight date. Ask whether its vet has the required sanitary authorisation and which government office can endorse the papers for a temporary visitor.

Official Seine-Saint-Denis DDPP guidance describes veterinary preparation followed by official certification at the competent departmental office, using original documents. Its advance appointment procedure is local, not a national France-entry notification rule. The Paris DDPP directory also lists appointment-based pet-export certification.

For pets resident or temporarily staying within Paris intra-muros, the official Paris application procedure requires an online appointment request at least 15 days before departure from France. Hotel or campsite guests need an attestation or invoice in the applicant's name; other accommodation arrangements have their own evidence requirements. A two-week holiday may therefore need an application before you arrive in France. This is the appointment-application deadline, not permission to issue Singapore's certificate early: its seven-day window still applies.

Outside Paris, use the competent department's DDPP or DDETSPP and its own procedure. Do not assume an office near the airport will accept a walk-in request, or apply Paris's deadline nationwide. Arrange both the veterinary and government slots before filling the last week with sightseeing.

Fit the Final Treatments and Certificate Into Their Windows

The Schedule II conditions set separate deadlines:

For dogs, the specified core coverage is distemper, infectious canine hepatitis and parvovirus. For cats, it is feline panleukopaenia, calicivirus and herpesvirus. Have your vet check the records in advance; an unexpired vaccine entry alone does not settle every timing requirement.

Ask the French vet to complete the treatment products, dates and vaccination details on the appropriate form. Arrange official endorsement after the veterinary preparation, leaving time to correct a missing entry. The clearance agent can check the planned document set before the originals travel with the pet.

If the return flight changes, recheck the certification and treatment dates. A new passenger booking cannot extend either window.

Arrange Singapore Clearance Before Flying Home

Assign the Arrival Jobs

The Changi Animal & Plant Quarantine Station page requires an AVS-recognised agent for import clearance from 1 April 2026, including accompanied pets. That does not require buying a complete relocation package. Our pet relocation agents guide can help you compare service scope.

Book inspection at least five working days ahead, following the formal Schedule II planning requirement. Agree who handles the appointment, originals, airline declaration, Customs documents and collection. Ask the airline or agent about the required captain's declaration or authorised airline-staff equivalent before check-in, not after landing.

Give the agent readable copies of the completed papers as soon as available. Put your own flight details beside the pet's so a change to one booking is not missed in the other.

Prepare for the Changi Handover

Cabin and accompanied-baggage pets must be handed over through the airline's Lost and Found counter in the baggage area for transfer to CAPQ. You cannot simply walk out through Customs with your pet. A rigid IATA-compliant crate is required for this process; a soft cabin bag is not enough. Arrange where that crate will be available before travelling.

CAPQ is closed on weekends and public holidays, and weekday hours vary. Check the proposed landing time against its current hours and the agent's arrangements. An out-of-hours arrival can mean holding until the station reopens.

Inspection and handling are not the same as a prescribed quarantine stay. Even an eligible pet should have a realistic collection plan rather than an assumption of immediate release.

Apply for Temporary-Travel GST Relief Where Eligible

Returning Singapore residents may apply for Customs relief for the same pet taken overseas. Allow at least five working days before arrival and keep the approval and supporting travel records. Relief is application-based, not automatic; equally, a returning pet should not simply be treated as a new overseas purchase.

Share the approval, or applicable payment-permit arrangements, with the clearance agent. Animal-health clearance and Customs requirements are separate parts of the homecoming.

Budget for Both Directions

There is no reliable all-in price without your animal, carrier, flights and service scope. Request written quotes against the same itinerary and compare these components:

Ask for Singapore charges in SGD and French charges in EUR, with taxes and exclusions stated. Check whether the agent's price includes airport handling and your final transfer home.
